Heavy Duty Zero Emissions Vehicles (ZEV) Pilot Program Overview

Does your organization use large walk-in, city delivery, or bucket trucks? 

If so, have you considered buying a heavy duty zero emissions vehicle (ZEV)? 

If you answered yes, ADEQ encourages you to apply for a $50,000 rebate for an all-battery electric heavy duty vehicle through its new Heavy Duty ZEV Pilot Program to help our environment and save you money.  

Rebates for the new ZEV Pilot Program are limited to 20 eligible organizations – one $50,000 rebate for one eligible vehicle per applicant.

The new ZEV Pilot Program has many limitations and contains numerous, and very specific, terms, conditions, and eligibility requirements. We strongly encourage you to carefully review the following key eligibility requirements to determine whether you are eligible and to be able to submit a timely application for consideration.

  • Eligible Vehicle: This pilot program is for a new, Class 5 Heavy Duty Vehicle (Vehicle) with a Gross Weight Rating (GVWR) between 16,001-19,500 pounds, all-battery electric, not a hybrid battery-combustion or fuel cell. The Vehicle must be purchased by the applicant, after the Program Start Date on March 3, 2026, from the manufacturer or a licensed dealer. Leased vehicles and vehicles purchased via private sales are not eligible. The Vehicle must be paid for and physically delivered to the applicant before application submission.
  • Eligible Applicants: Eligible applicants are government entities (federal, State, local, or tribal), educational institutions (public and private), non-profit organizations, and for-profit companies registered with the Arizona Corporation Commission (no sole proprietors).
  • Vehicle Use Restriction: For two years after Rebate, the Vehicle must be used for business purposes only and not for personal use.
  • Ownership, Registration, and Insurance: For two years after Rebate, the Vehicle must be owned and operated by the applicant, registered in Arizona and insured.
  • Area of Operation Restriction: For two years after Rebate, the Applicant must primarily operate the Vehicle in Ozone non-attainment areas and/or areas where vehicle emissions testing is required which include zones defined as ZEV-1, -2, and -3.   • Legal Terms and Conditions: Applicant must comply with all legal terms and conditions of the Program. 

ADEQ will accept completed applications from March 3 through June 15, 2026, for ZEVs purchased and delivered after March 3 and before the application deadline, and will notify applicants about their rebate status on a rolling basis and no later than June 30, 2026.

If the application is deemed administratively complete, the next step of the final approval process will be an in-person inspection of the vehicle at ADEQ’s offices in Tucson or Phoenix. If the vehicle passes inspection, ADEQ will award the rebate based on the order in which complete applications are received and the availability of funds.

Program Background

In June 2024, Arizona’s House Bill (HB) 2897, the General Appropriations Act, was enacted to provide the funding for a Heavy Duty Zero Emissions Vehicles Pilot Program. HB2897 provided $1,000,000 to the Arizona Department of Environmental Quality (ADEQ) to conduct a zero-emission heavy-duty, eight ton pilot program.
